An easy solution for anyone who is still having trouble: Play Apex through steam (whether it be non-steam or downloaded through steam) Enter Big-Picture mode on steam Go to display settings -> resolution -> select your second monitor
Windows key and left and right cursor keys moves a window to the left or right side of the monitor it's on (like when you snap a window to take up half your monitor) and windows + shift + Left and right cursor keys moves the whole window to the other monitor at least it works on the browser window.
